  17. fine; after he admitted guilt to federal charges of mail fraud,
  18. extortion, obstruction of justice and filing false income tax
  19. returns; in Charleston, W. Va. Moore admitted to taking a
  20. $573,000 bribe from a coal operator, receiving illegal
  21. contributions of at least $100,000 to his 1984 campaign and
  22. trying to cover up the evidence, and using his office to give
  23. political favors to campaign donors.
